[YouTube-API] Requesting Insight Data for other's Videos

According to this guide, the entry link to the insight Zip file appears in the feed if the user owns the video or profile.

https://developers.google.com/youtube/2.0/developers_guide_protocol_insight

But the data that the CSV contains can be found publicly.  Is it possible to request this data from a video that you yourself do not own?
