[YouTube-API] Layers over a video (iframe api)

I am using the iframe interface for Chrome and Firefox (flash disabled) and everything is ok,  the only problem currently is (vs chromeless player using flash) i have problems to
drag and move windows (in my application) over a video that is playing using html5.
Is there any constrain in the iframe api, to avoid any layer could be over the video playing ? say a mouseover procedure or something like that ? i know i can check by myself using the
inspect from chrome, but before working hard i try to know if it is designed to avoid any division over the video playing.

I have no intention to show anything ad or commercial over the video, just my app lets the user move some tool boxes over the videos that are playing.
