It does trigger fullscreen play, but the problem is that all new android devices have flash, and we need a way to trigger fullscreen play for those devices.
Playing a flash movie in line in the browser is an impressive technical achievement, but its not really usefull on a mobile device, because the screen is so small. Is there really no way to force the video to play fullscreen in the flashplayer, other then to tell our users to uninstall flash?
