No, I'm not familiar with any PHP library for OAuth, but you can
search:

http://www.google.com/search?q=php+oauth

Alternatively, you could just use AuthSub, which should be much easier
to implement by hand without a library:

http://code.google.com/apis/youtube/2.0/developers_guide_protocol_authsub.html
