We publicly previewed the new YouTube Data API v3 and the new YouTube Analytics API at a Google I/O codelab on June 28.
We don't intend anyone out there to use these new APIs in their own applications quite yet. The interfaces are still not stable, and new features are being added every few days. There is a form which you can fill out to apply for access to the new Data API, but for the time being, we're only granting access to a limited number of developers.
This is all very disappointing to those eager to get started with the new hotness. I know!
Here's what everyone can do right now: first, this is an excellent video that covers the basics of using any of Google's modern (i.e. non-GData) APIs. It covers what's involved in registering a project using the API Console, the new set of client libraries, and authentication. The information will be relevant to both the Data API v3 and the Analytics API.

Second, you can read through the docs for the Analytics API and the Data API v3. In the case of the Data API v3, you can actually make sample calls directly from the documentation page for specific methods without writing any code—this gives you a way of seeing what live results will look like. For example, you can execute a search.list method by filling out the information in the form at the bottom of the docs for the method:

We plan on fully opening up access to both of the new APIs as soon as things have settled down with regards to the interfaces. I can't provide a firm date for that, but we wouldn't have made this information available if we didn't plan on launching!
