[YouTube-API] Re: Youtube API partnership

 No, there is no way to purchase additional quota. I'm not sure where you're seeing the "Payment required" message, but that's not something that's relevant to solving quota issues. This blog post is the canonical source of information about our quota system:

We've developed a program that utilizes YT Api for courses that we teach (pro-bono) and now and then we see the quota limit exceed error.  I also notice as part of the response message, "Payment required", is there an API usage payment option available?
