No, there's no API support for that at this time. The Flash player
doesn't support variable speed playback at all at the moment, and
while I think it's enabled in some instances for HTML5 <video>
playback, I'm not sure if it's well-supported across different
browsers. Regardless, it's not something you could control
programmatically.

Any updates on this?
It would be really great to have an API to change speed, similar to changing volume, even if it's in an alpha state, or working only in some instances.
