[YouTube-API] Well my question to Youtube forum is"Is there any parental Control for people under age of 18"

I tried to lock parental setting on the Internet explorer but at the same time it has available on chrome explorer/Mozilla firefox. If this site has any stuff like this most welcomed but if not the youtube developers or maintenance staff should put their attention to make any settings to address the following:

1) Parental Control and filter on this site. As it has the potential of both creating and destroying social moral values.

2) Racial videos should also be filtered or controlled. 

Sir/Madam I do not belong to any religious organisation but my concern is that Youtube should be more effective and target oriented.
