When using v=2 of the YouTube Data API, the presence of the
media:rating tag should indicate that a video is restricted in a
certain geographic location:
https://developers.google.com/youtube/2.0/reference#youtube_data_api_tag_media:rating
If you're not seeing that tag when retrieving a specific video id,
could you let us know what the video id is?
