[YouTube-API] Contacting Google/Youtube to request extended permissions

Hi,

I am building an iPhone app for which Apple requires written permission from
Youtube to approve for sale.
Though Youtube essentially provides approval within its legal
framework, I need specific written
approval. However I am unable to reach anyone at Youtube to even ask
for permission.

Does anyone know of a contact email or website that deals with
extended permissions for developers?
