That's right, the default behavior in the <iframe> embed is still to
load Flash (when Flash is available). If you're opted in to the HTML5
beta at http://www.youtube.com/html5 then you'll see HTML5 <video> by
default instead (assuming the video can be played using HTML5
<video>), but that's a per-browser setting.
We might shift to a different default at some point in the future,
but that's the way things behave right now.
