[YouTube-API] How are Takeover Ads done?

Looking at this list of Youtube Takeover ads ( http://www.bannerblog.com.au/news/2011/02/25_awesome_examples_of_youtube_takeovers.php), and then looking at the APIs, and I'm not seeing how the Takeover works. What are the general techniques and are there any docs on it?

And what are the qualifications needed for an account to deploy such an ad?
