The tweet button doesn't support Arabic language (cf. http://dev.twitter.com/pages/tweet_button_faq#languages). Now you can still build your own tweet button in order to replace "Tweet" by its translation in Arabic (cf. http://dev.twitter.com/pages/tweet_button#build-your-own), but the "Share a link on Twitter" pop-up will stay in English (or any other supported language you'd choose).
